Fortaleza attracts new foreign residents: from beaches to business opportunities

In recent years, Fortaleza has ceased to be just a summer resort for Brazilians and occasional tourists. The capital of Ceará has been consolidating itself as a magnet for foreigners who are not only looking for sunny vacations, but also a new home or even a fertile space for investment. This trend is visible both on the streets of Iracema Beach and in the capital’s expanding neighborhoods: Russian, African, Chinese, and Latin American accents join the already traditional European visitors, composing a new cosmopolitan face of the city.

What explains this phenomenon? A combination of factors: quality of life at lower costs than in large international centers, sunny weather practically all year round, direct flights to Europe and Latin America, and a regional economic scenario that, despite the challenges, offers interesting business niches.

Fortaleza, much more than just vacation tourism

For a long time, Fortaleza was associated almost exclusively with leisure tourism: sun, sea, crafts, and popular festivals. This scenario has not disappeared, but it has expanded. Today, there is a growing number of foreigners who choose to stay longer, take up residence, and even start businesses.

According to the Ceará Tourism Secretariat (Setur), the high season in July 2025 brought in more than 515,000 visitors, an increase of 11.8% over the same period in 2024. Within this group, the 31.8% jump in international tourism is noteworthy. These are not just people looking for a vacation: a significant portion are evaluating Fortaleza as a place to live or work.

This profile appears in informal conversations with local real estate agents, in records of micro-businesses opened by foreigners, and even in the movement of language schools that have started to receive Portuguese students from regions that until recently were distant from Ceará.

New migratory flows: Africans, Chinese, and Russians

One of the most interesting aspects of this movement is the diversification of the foreign profile arriving in Fortaleza. Previously, the main groups were Portuguese, Italian, Spanish, French, and Argentine—many of whom were looking for vacation properties or seasonal passes. Now, other communities are growing.

  • Africans: local universities, such as UFC and Unifor, are receiving more and more students from African countries, especially West Africa and Angola. In addition to education, there are business exchanges in areas such as food trade, fashion, and music.
  • Chinese: Chinese investment in Brazil is nothing new, but Fortaleza is beginning to welcome small and medium-sized entrepreneurs who see opportunities in import and distribution, taking advantage of the strategic location of the Port of Pecém.
  • Russians: in recent years, the geopolitical context has led many Russians to seek alternative housing in more open countries. Fortaleza, with relatively accessible visas and a lower cost of living than São Paulo or Rio de Janeiro, has become an option. The Russian presence is already noticeable in neighborhoods such as Meireles, Aldeota, and, more discreetly, Praia de Iracema.

These groups do not replace traditional foreigners, but add to them, creating a more varied mosaic with the potential for unprecedented business networks.

The real estate market as a barometer

If there is one sector that best reflects the arrival of new foreign residents, it is real estate. Real estate agents in Fortaleza report an increase in demand for long-term rentals and also for mid-range and high-end properties near the coast.

A two-bedroom apartment in Meireles or Praia de Iracema, which in 2023 could be rented for R$ 3,000, today easily exceeds R$ 4,500, depending on the sea view. Although the increase is felt by local residents, it also signals foreigners’ confidence in the city’s potential.

In addition to renting, buying real estate as an investment has been a trend. Many foreigners, especially Europeans, are betting on real estate appreciation driven by growing tourism and urban redevelopment in areas such as Praia de Iracema itself.

For those thinking of investing in Fortaleza, now is the time to pay attention. The main niches observed include:

  • Gastronomy and culture – ethnic restaurants, cafes, bars, and multicultural spaces have a guaranteed audience.
  • Technology and digital services – attracted by connectivity and competitive cost of living.
  • Foreign trade – with emphasis on opportunities linked to the Port of Pecém, which strengthens relations with Europe, Asia, and Africa.

Challenges on the horizon

Although the outlook is promising, Fortaleza also presents challenges: urban infrastructure still needs improvement, public safety is a constant concern, and Brazilian bureaucracy can discourage less patient investors.

However, for many foreigners, these obstacles are offset by the relatively low cost of living compared to major global centers, cultural receptivity, and the possibility of building something new in a market that is still expanding.
